It is a moment of pride for every citizen of our country as ISRO launched the satellite for the Mangalayaan mission. Though the satellite may take nine and half months to travel to Mars orbit and only then this mission can be termed success, the launching itself can be very well considered as a success and milestone in the history of ISRO. I heartily congratulate the ISRO chairman and his team for this commendable work.

It is heartening to note that the launching took place in just fifteen months of sanction of the project. The team has taken immense pains to complete all necessary ground work for launching. It is understood that the satellite has carried several sensitive instruments for the study of Mars and its atmosphere.Several sensitive cameras have been sent to obtain the photographs and its studies. This launch will benefit all mankind if it succeeds in its mission.This was the first giant step in its big journey. The cost of the mission is said to be 450 crores. Considering the contribution of the mission to the scientific advancement and the inputs involved, the cost seems reasonable.

It was exciting to view the launching through television. We experienced the same level of anxiousness as the ISRO team would have experienced during launching. A sigh of relief came out after we learnt that the satellite was placed in earth's orbit. Each stage of manoeuvrability is as important and anxious as that of launching.

It was disgusting that in some TV channels, the discussions were very childish. They talked about the cost of 450 crores which they thought was a burden on our exchequer! They also thought that this mission was not necessary in view of the poverty, sanitary, food situation of the country. If this is wasteful what else could be useful? I don't consider this as a wasteful expenditure. It is indeed a useful investment. It is an investment in advancement of science and technology, an investment for the future generations, an investment to boost our image internationally and an investment in inter-planet journey. We do not open our mouth when parliamentary/assembly sessions are disrupted for weeks/months and enormous money loss is noticed. We keep quiet when large scale misappropriation of tax-payers money takes place. We shut our mouth when huge corruption comes to light. We also turn a blind-eye when series of scams looting billions of rupees comes to fore. Is it not astonishing to note that all mouths open to criticise when a noble cause is undertaken.

The visit of the ISRO chairman to the Tirumala temple was ridiculed. I doubt, whether he has lost his right to religious freedom by being the chairman of such a prestigious institution! The visit was based on his personal religious belief and he has every right to believe whatever he deems fit. I don't think he has made any blunder by visiting the temple. He also would not have used his official position/machinery for the visit. This type of reporting is an infringement on the freedom of an individual. When will our journalists learn to be sensible? 

The TV discussion also covered the timing of the launching. The day being Tuesday, it was said was auspicious for mars related experiments. The time of launch 2.38 p.m. was auspicious for some and inauspicious for others. I think this was the height of stupidity in the discussion.

There was a very good opportunity to telecast the achievements and success stories of ISRO. Their struggles, hardships and personal sacrifices in the execution of the project, infrastructural adequacies /inadequacies etc. could have been telecast which could have boosted their morale & inspired a whole new young generation in the pursuit of science. A moment of pride for all of us was lost in useless discussions. I fail to understand what sort of journalism this is.

Now a days, sensationalisation of any news item is being contemplated to increase their TRP ratings. No body is bothered about any other sensitivities. I feel, we can be a little more modest in our approach to reporting, which enhances credibility and can save many individuals from attracting unnecessary attention. 

ಬೆಕ್ಕಿಗೆ ಘಂಟೆ ಕಟ್ಟುವವರಾರು?

ನನಗೆ ಸರಕಾರೀ ಕಛೇರಿಗಳಿಗೆ ಯಾವುದೇ ಕೆಲಸಗಳಿಗೆ ಹೋಗುವುದೆಂದರೆ ಬಹಳ ಮುಜುಗರ. ಅಲ್ಲಿನ ವಾತಾವರಣ, ಸಿಬ್ಬಂದಿಗಳ ಅಪೇಕ್ಷೆ, ನಿರೀಕ್ಷೆ, ಉಪೇಕ್ಷೆ, ಅನಾದರ ಅವರು ಕೆಲಸ ಮಾಡುವ ಪರಿ ಕಂಡು ಜಿಗುಪ್ಸೆ. ಆದರೂ ನಮ್ಮ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ನಾವು ಅಲ್ಲಿಗೆ ಭೇಟಿಕೊಟ್ಟು ಕೆಲಸ ಸಾಧಿಸಿಕೊಳ್ಳದೇ ವಿಧಿಯಿಲ್ಲ.

ಯಾವುದೇ ಕಛೇರಿಗೆ ಭೇಟಿ ಕೊಟ್ಟರೂ ಸಂಬಂದ ಪಟ್ಟ ಮೇಲಧಿಕಾರಿ ಕಛೇರಿಯಲ್ಲಿರುವುದು ಬಹಳ ಅಪರೂಪ. ಮೀಟಿಂಗಿಗೆ ಹೋಗಿದ್ದಾರೆನ್ನುವ ಉತ್ತರ ಸಾಮಾನ್ಯ. ಹಾಗಾಗಿ ನಮ್ಮ ಕಛೇರಿಗಳು ಕಾರಕೂನರಿಂದಲೇ ನಿರ್ವಹಿಸಲ್ಪಡುತ್ತಿವೆಯೆಂಬ ಗುಮಾನಿ ನನಗೆ! ನಮ್ಮ ಯಾವುದೇ ದೂರು, ಅಹವಾಲು, ಆಲಿಸುವ ಯಾವುದೇ ಕಿವಿಗಳು ಅಲ್ಲಿರುವುದಿಲ್ಲ. ಕಾರಕೂನರು ಅವರ ಕೆಲಸ ಸರಿಯಾಗಿ ಮಾಡುತ್ತಿಲ್ಲವೆಂದು ಯಾರಿಗೂ ತಿಳಿಸುವಂತಿಲ್ಲ. ಒಂದು ವೇಳೆ ಹಾಗೆ ದೂರು ಕೊಟ್ಟರೆ ಅಧಿಕಾರಿ ನಮ್ಮನ್ನು ಆ ಕಾರಕೂನರ ಹತ್ತಿರವೇ ಹೇಗಾದರೂ ನಮ್ಮ ಕೆಲಸ ಸಾಧಿಸಿಕೊಳ್ಳುವಂತೆ ಸಲಹೆ ನೀಡುತ್ತಾರೆ. ಅಧಿಕಾರಿಗಳು ನಮ್ಮ ದೂರನ್ನು ಕೇಳುತ್ತ ಕುಳಿತುಕೊಳ್ಳಲು ಸಮಯವೆಲ್ಲಿದೆ! ಅವರಿಗೆ ಗೊತ್ತಿಲ್ಲವೇ ಅವರ ಕಛೇರಿಯಲ್ಲಿ ಹೇಗೆ ಕೆಲಸ ಸಾಗುತ್ತದೆಯೆಂದು?!?

ಬಹುತೇಕ ಟಿಪ್ಪಣಿಗಳೆಲ್ಲ ಕಾರಕೂನರಿಂದಲೇ ಜನಿಸುತ್ತವೆ. ಅಧಿಕಾರಿಗಳ ಅಸಡ್ಡೆಯೋ, ಉಡಾಳತನವೋ, ಸೋಮಾರಿತನವೋ ಅಥವಾ ವಿವೇಚನೆ/ವಿಚಕ್ಷಣೆಯ ಕೊರತೆಯೋ ಇತ್ಯಾದಿ ಕಾರಣಗಳಿಂದ ಈ ಟಿಪ್ಪಣಿಗಳು ಹಾಗೆಯೇ ಉನ್ನತ ಅಧಿಕಾರಿಗಳಿಗೆ ರವಾನೆಯಾಗುತ್ತವೆ. ಕೆಳ ಸ್ತರದ ಅಧಿಕಾರಿಗಳ ಮೇಲಿನ ನಂಬಿಕೆಯಿಂದ ಹಾಗೆಯೇ ಅನುಮೋದನೆಯೂ ಆಗಿಹೊಗುತ್ತೆ! ಕೆಳಸ್ತರ/ಮಧ್ಯಮ ಸ್ತರದ ಅಧಿಕಾರಿಗಳಿಗೆ ಯಾವುದೇ ಜವಾಬ್ದಾರಿ ಇದೆಯೆಂದು ಅನಿಸುವುದಿಲ್ಲ. 'ಎತ್ತು ಈಯಿತು ಎಂದರೆ ಕೊಟ್ಟಿಗೆಗೆ ಕಟ್ಟು' ಎನ್ನುವ ಬುದ್ದಿವಂತರೇ ಬಹಳಷ್ಟು ಅಧಿಕಾರಿಗಳು! ಹೆಚ್ಚಿನಂಶ ನೌಕರರಿಗೆ ತಮ್ಮ ಕೆಲಸದ ಬಗ್ಗೆ ತಿಳುವಳಿಕೆಯೇ ಇರುವುದಿಲ್ಲ. ತಮ್ಮ ತೀರ್ಮಾನದ ಸಾಧಕ/ಬಾಧಕಗಳ ಪರಿಣಾಮ ಏನಾಗಬಹುದೆಂಬ ಪ್ರಜ್ಞೆ ಲವಲೇಶವೂ ಇರುವುದಿಲ್ಲ. ಕಛೇರಿಗೆ ಭೇಟಿಕೊಡುವ ನಮ್ಮಂಥವರನ್ನು ಒಂದು ರೀತಿಯ ತಿರಸ್ಕಾರ ದೃಷ್ಟಿಯಿಂದಲೇ ಸ್ವಾಗತಿಸುತ್ತಾರೆ. ಸಾರ್ವಜನಿಕರ ಸೌಕರ್ಯಕ್ಕಾಗಿ ತಮಗೆ ಅಲ್ಲಿ ಉದ್ಯೋಗ ದೊರಕಿದೆ ಎಂಬ ಸಾಮಾನ್ಯ ಜ್ಞಾನ ಅವರಿಗೆ ಖಂಡಿತವಾಗಿ ಇರುವುದಿಲ್ಲ. ಅವರು ಆ ಜಾಗದಲ್ಲಿ ಕುಳಿತಿರುವುದೇ ನಮ್ಮ ಓಲೈಕೆಗಾಗಿ ಎಂಬಂತೆ ತೋರಿಸಿಕೊಳ್ಳುತ್ತಾರೆ. ನಾವು ಸೌಜನ್ಯಕ್ಕಾಗಿ ವಂದಿಸಿದರೆ ಪ್ರತಿವಂದನೆ ಮಾಡುವಷ್ಟು ಸಂಸ್ಕಾರ ಬಹಳ ಕಡಿಮೆ ಜನರಲ್ಲಿ ಕಾಣಬಹುದು. ನೌಕರರು/ಅಧಿಕಾರಿಗಳು ಸಾರ್ವಜನಿಕರೊಂದಿಗೆ ಬಹಳ ಬಿಗುಮಾನದಿಂದ ವರ್ತಿಸಬೇಕೆಂಬ ಸರಕಾರೀ ನಿಯಮವೇನಾದರೂ ಇದೆಯೋ ಏನೋ ನನಗೆ ಗೊತ್ತಿಲ್ಲ! ಬಾಯಿ ಬಿಟ್ಟರೆ ಮುತ್ತು ಸುರಿಯುತ್ತೇನೋ ಎನ್ನುವಂತೆ ವರ್ತಿಸುತ್ತಾರೆ. ನಮ್ಮ ಎಷ್ಟೋ ಅನುಮಾನ/ಪ್ರಶ್ನೆಗಳಿಗೆ ಸಮಂಜಸವಾದ ಪರಿಹಾರ/ಉತ್ತರ ಸಿಗುವುದೇ ಇಲ್ಲ. ಅವರು ನಮ್ಮೊಂದಿಗೆ ಸಲಿಗೆ/ಆತ್ಮೀಯತೆ ತೋರಿದರೆ ನಾವು ಅವರಿಗೆ ಸಲ್ಲಿಸಬೇಕಾದ ಕಪ್ಪ/ಕಾಣಿಕೆ, ಗೌರವಕ್ಕೆಲ್ಲಿ ಚ್ಯುತಿ ಬರುವುದೋ ಎಂದು ಹೀಗೆ ಅಮಾನುಷವಾಗಿ ನಡೆದುಕೊಳ್ಳಬಹುದೆಂದು ನನ್ನ ಅನುಮಾನ! ಸೌಜನ್ಯದಿಂದ ವರ್ತಿಸಿದ್ದೇ ಆದಲ್ಲಿ ಕೆಲಸಕ್ಕಾಗಿ ಮೂರ್ನಾಲ್ಕು ಬಾರಿ ಓಡಾಡಿದರೂ ಬೇಸರವಾಗುವುದಿಲ್ಲ. ಹಾಗಾಗಿ, ಬಹಳಷ್ಟು ದೂರುಗಳು ಕಡಿಮೆಯಾಗುತ್ತವೆ ಅಧಿಕಾರದ ಮುಖವಾಡ ಕಳಚಿ ಶ್ರೀ ಸಾಮಾನ್ಯನೊಂದಿಗೆ ಬೆರೆತರೆ ಅವರುಗಳು ಪವಾಡಗಳನ್ನೇ ಮಾಡಬಹುದು. ಅಧಿಕಾರದಲ್ಲಿರುವಾಗ ಸಮಾಜಮುಖಿ/ಜನಪರ ಚಿಂತನೆಗಳನ್ನು ಮಾಡಲು ಏಕೆ ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲವೋ ನನಗೆ ತಿಳಿಯುತ್ತಿಲ್ಲ . ಬಹುಷಃ ನಮ್ಮ ದೊಡ್ಡ ದುರಂತ ಇದೇ ಎಂದು ನನ್ನ ಅನಿಸಿಕೆ. ಖುರ್ಚಿಯಲ್ಲಿ ಕುಳಿತ ಕ್ಷಣ ನಾವು ನಮ್ಮ ದೇಶ, ಭಾಷೆ, ಸಮಾಜವನ್ನು ಭಿನ್ನ ದೃಷ್ಟಿಯಿಂದ ನೋಡಿ, ಸ್ವಹಿತಕ್ಕೆ ಹೆಚ್ಚಿನ ಪ್ರಾಶಸ್ತ್ಯ ಕೊಡುತ್ತೇವೆ ಅನಿಸುತ್ತೆ.

ನಮಗೆ ಸ್ವಾತಂತ್ರ ಲಭಿಸಿ ಆರೂವರೆ ದಶಕವಾದರೂ, ಯಾವುದೇ ರಂಗದಲ್ಲೂ ನಾವೆಣಿಸಿದಷ್ಟು ಅಭಿವೃದ್ದಿಯಾಗದಿರಲು ಈ ನಮ್ಮ ಮನೋಭಾವನೆಯೇ ಮುಖ್ಯ ಕಾರಣವಿರಬಹುದು. ನಾಗರಿಕರಿಗೆ ದೊರಕಬೇಕಾದ ಗೌರವ, ಅವರಲ್ಲಿರಬೇಕಾದ ನಂಬಿಕೆ ದೂರವಾಗಿ, ಸರಕಾರ-ನಾಗರಿಕ ವಿಮುಖವಾಗಿ ದೂರ-ದೂರ ಹೋಗಿ, ನಮ್ಮ ಸರಕಾರವೆಂಬ ಅಭಿಮಾನ ಶ್ರೀ ಸಾಮಾನ್ಯನಲ್ಲಿ ನಶಿಸುತ್ತಿದೆ. ಸರಕಾರವೇ ಬೇರೆ, ನಾಗರಿಕರೇ ಬೇರೆ ಎಂಬ ವಾತಾವರಣ ಮೂಡುತ್ತಿದೆ. ಈ ಭಾವನೆ ದೇಶದ ಹಿತದೃಷ್ಟಿಯಿಂದ ಬಹಳ ಆತಂಕಕಾರಿ .

ಕೇಂದ್ರ ಸರಕಾರದ ಕಛೇರಿಗಳಲ್ಲಿ ಪರಿಸ್ಥಿತಿ ಸಾಕಷ್ಟು ಸುಧಾರಿಸಿದೆ. ವರಮಾನ ತೆರಿಗೆ ಇಲಾಖೆ, ಪಾಸ್ಪೋರ್ಟ್ ಕಛೇರಿ ಮುಂತಾದೆಡೆ ಶ್ರೀಸಾಮಾನ್ಯನನ್ನು ಗೌರವದಿಂದ ಕಂಡು ಕೆಲಸ ಸರಾಗವಾಗಿ ಆಗುವಂತೆ ನೋಡಿಕೊಳ್ಳುತ್ತಾರೆ. ಆದರೆ ರಾಜ್ಯ ಸರಕಾರದ ಆರ್.ಟೀ.ಓ, ಕಂದಾಯ, ನೋಂದಣಿ, ನಗರಸಭೆ, ನಗರಾಭಿವೃದ್ದಿ, ವಾಣಿಜ್ಯ ತೆರಿಗೆ, ಕೈಗಾರಿಕೆ ಮುಂತಾದ ಅನೇಕ ಇಲಾಖೆಗಳು ಜನಗಳಿಗೆ ತೊಂದರೆ ಕೊಡುವುದಕ್ಕಾಗಿಯೇ ಕಾರ್ಯ ನಿರ್ವಹಿಸುವಂತೆ ತೋರುತ್ತೆ. ಈ ಇಲಾಖೆಗಳಿಂದಲೇ ಸರಕಾರಕ್ಕೆ ಸಲ್ಲಬೇಕಾದ ರಾಜಸ್ವ ಸಲ್ಲುತ್ತಿರುವುದು. ನ್ಯಾಯವಾಗಿ ಈ ಇಲಾಖೆಗಳು ರಾಜಸ್ವ ಸಲ್ಲಿಸುವ ನಮ್ಮನ್ನು ಗೌರವದಿಂದ ನಡೆಸಿಕೊಂಡು, ಪ್ರೀತಿಯಿಂದ ಕಾನೂನು ಬದ್ದವಾದ ಕೆಲಸವನ್ನು ಸುಲಭವಾಗಿ ಮಾಡಿ ಕೊಡಬೇಕು. ಆದರೆ, ನಮಗೆ ಕೊಡಬಾರದ ಕಿರುಕುಳಕೊಟ್ಟು ನಮ್ಮಿಂದ ಶಾಪ ಪಡೆಯುತ್ತಿರುವುದು ವಿಪರ್ಯಾಸ. ನೌಕರಶಾಹಿಗೆ ಕೊಡುತ್ತಿರುವ ಸಂಬಳ, ಸೌಲತ್ತುಗಳು ಯಾವುದೇ ಬಹು ರಾಷ್ಟ್ರೀಯ ಕಂಪನಿಯದಕ್ಕಿಂತ ಕಡಿಮೆಯೇನಿಲ್ಲ ಹಾಗಿದ್ದಮೇಲೆ ಆ ಕಾರ್ಯಕ್ಷಮತೆ ಇಲ್ಲೇಕಿಲ್ಲ?

ಹೀಗೆಂದ ಮಾತ್ರಕ್ಕೆ ಸರಕಾರೀ ಇಲಾಖೆಗಳಿಂದ ಕೆಲಸವೇ ಆಗುತ್ತಿಲ್ಲವೆಂದಲ್ಲ. ಅನೇಕ ಇಲಾಖೆಗಳು ತಮ್ಮ ಪಾಡಿಗೆ ತಮ್ಮ ಜವಾಬ್ದಾರಿಯನ್ನು ಸದ್ದಿಲ್ಲದೇ ಮಾಡಿ ದೇಶ ಕಟ್ಟುವ ಕಾರ್ಯದಲ್ಲಿ ನಿರತವಾಗಿವೆ. ಆ ಇಲಾಖೆಗಳಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಸಂಪರ್ಕ ಕಡಿಮೆಯಿದ್ದು ಅವರ ಸೇವೆಗೆ ಹೆಚ್ಚಿನ ಪ್ರಚಾರ ಸಿಗದಿರಬಹುದು.

ಸಾಮಾನ್ಯರಿಗೆ ಯಾವ ಪಕ್ಷದ ಸರಕಾರ ಇದೆ ಎಂಬುದು ಮುಖ್ಯವಾಗುವುದಿಲ್ಲ. ಸರಕಾರ ಹೇಗೆ ಕೆಲಸ ನಿರ್ವಹಿಸುತ್ತಿದೆ ಎನ್ನುವುದು ಮುಖ್ಯ. ಸಾರ್ವಜನಿಕರ ಸಂಪರ್ಕ ಹೆಚ್ಚು ಇರುವ ಇಲಾಖೆಗಳು ಜನರ ಬೇಡಿಕೆಗೆ ಸರಿಯಾಗಿ ಸ್ಪಂದಿಸಿದರೆ ಸರಕಾರ ಚೆನ್ನಾಗಿ ಕೆಲಸ ಮಾಡುತ್ತಿದೆ ಎನಿಸುತ್ತೆ ಹಾಗಾಗಿ ಈ ಕೊಂಡಿಗಳು ಭದ್ರವಾದರೆ ಸರಕಾರಕ್ಕೂ ಹೆಮ್ಮೆ, ನಾಗರಿಕರಿಗೂ ನೆಮ್ಮದಿ.
